Carolyn Root can't afford to fix all her dogs. Last year she was able to do two and she is hoping to do more this year. She tries to keep them penned by gender, but they could use a few more kennels. Ronnie Root, her husband, has plans to build more, but working seven days a week makes it difficult to find the time.
